E-commerce is off to an encouraging start in Algeria. Exchanges and transactions, within the framework of “virtual commerce”, recorded a figure of around 2,876 billion, during the 1st half of 2022.
This figure, which appears to be average given the potential of traditional transactions, must be reinforced and supported by other incentive measures capable of boosting electronic commerce at all levels of trade. The Ministry of Finance noted that there are 231 traders who have integrated the Web, within the framework of electronic commerce. This number is below expectations and the estimates made when the e-commerce operation was launched, some ten years ago, knowing full well that the use of information and communication technologies (ICT) has expanded with record propensities. But this has not encouraged traders and managers of large-scale business activities to enter this virtual world of trade and business transactions.
Is this due to the lack of awareness of the fringes of operators concerned by the operation or is it due to a culture that cannot manage to free itself from old practices because of the lack of “trust” as for this new form of exchanges and transactions via the Net?
E-commerce experts have another opinion: the lack of influx of large numbers of traders to the electronic exchange and transaction platform. In this regard, specialists in this field point out that “some traders and businessmen claim that business failures in the virtual market are often due to the adoption of an unsuitable marketing strategy and that the success of trade electronics requires the adoption of new marketing strategies, consistent with the requirements of the new competitive environment and the characteristics of the virtual market”, i.e. an adequate and favorable ecosystem is needed which will offer itself as a vector of generalization and proliferation of this technique of exchanges and transactions. It should be noted that merchants will be required to equip themselves with an electronic payment terminal from January 2023. Its generalization will be, de facto, operational, which requires that merchants and those responsible for commercial activities and economic must get involved in e-commerce willy-nilly. Is this feasible, given the slowness observed in the experience of the year 2022? The answers lie in the instruments put in the field to initiate the process and generalize it without this resulting in technical obstacles. Experts in the field plead for a new approach which must separate the sectors of commercial and economic activities to facilitate the task of the operators concerned for the harmonious management of their trade and commercial transactions.
The issue of e-commerce is unavoidable, which provides information on the need to move towards new legal reading grids in this area to encourage the operators concerned to integrate and connect to the virtual world of exchanges and transactions. commercial. It is necessary to exploit the exponential profusion of exchanges in the world of the Web, in order to make electronic commerce a potential segment in terms of use and activity. The effectiveness of this procedure depends on it, and also in terms of the time to be saved, knowing full well that time is money.
